SB1 Local Street and Road Improvement Projects

On April 28, 2017, the Governor signed Senate Bill 1the Road Repair and Accountability Act of 2017 (SB 1).  It was passed by the state legislature as a means of providing additional funding for road maintenance, rehabilitation and critical safety upgrades for State Highways, Local Streets, and Road Systems.  The funding for this bill comes from gas taxes and vehicle registration fee revenues.  Specifically, the major source of additional funding is a twelve cent increase in gas tax which was enacted in November 2017.

SB 1 funding allows cities throughout the state, including San Dimas, to accelerate roadwork projects that have been waiting for available funding.

The goal of this funding is to maintain roads and address smaller problems immediately, so they don’t get worse and cost taxpayers more to fix later.

Street Rehabilitation Project Area

The City has selected streets near and including Rennell Avenue for the first SB 1 funded project.  This project will include rehabilitation and resurfacing of Rennell Avenue from Arrow Highway to Juanita Avenue to Eaton Road, as well as Dunning Way, North Braziliana Drive and Saint George Drive, and Chaucer Court south of Arrow Highway from North Rennell Avenue to North Lone Hill Avenue. The project will also include reconstruction of the speed humps.  Along with the street rehabilitation, the repair work will also consist of the upgrade/ replacement of the ADA accessible ramps and minor curb, gutter, and sidewalk panels. Residents who live on these streets will receive a notice prior to the beginning of construction which is anticipated to begin in late Spring 2019 following the completion of Golden State Water’s water line repairs. The estimated project cost is $500,000, and of that cost, $196,000 is SB 1 funded.  The estimated useful life of the project is 15-20 years.

The next San Dimas SB 1 funded project includes select streets near and including Avenida Entrada.  This project will include rehabilitation and resurfacing of Calle de Oro, Calle Espana, Calle de las Flores, and Calle de Armonia and segments of Paseo Corrido, including Calle Arcana.  Along with the street rehabilitation, the repair work will also consist of the upgrade/ replacement of the ADA accessible ramps and minor curb, gutter, and sidewalk panels. Avenida Entrada being the critical corridor for the residents in this neighborhood and due to severe pavement degradation caused by existing ground conditions; the extent of full street re-construction work will be very invasive and disruptive. The other the repair work will also consist of the re-compaction of the existing sewer main trench in the street, upgrade/replacement of the ADA accessible ramps and minor curb, gutter, and sidewalk panels.  A project of this scale and magnitude will experience unavoidable traffic delays, one directional traffic flows and inconveniences to residents during the project.

The reconstruction of Avenida Entrada will make use of environmentally friendly construction processes to lessen its carbon footprint.  Where possible, the construction will entail Full-Depth-Reclamation (FDR) which recycles the existing asphalt concrete and underlying aggregate base/soil material.  The existing pavement will be pulverized or crushed, mixed with lime, and rolled into a stronger sub-base; left to cure for up to 5 days per lane and closed to local traffic.  Following the cure time, this base will be overlaid with new asphalt pavement.  Even the new asphalt pavement will make use of ground up recycled automobile tires to further the environmental benefit.  The estimated project cost is $750,000 and of that cost is $600,000 is SB 1 funded.  The estimated useful life of the project is also 20-25 years.
