With 25 years of combined local government experience, Mr. Constantin had served for over 7 years in the City of Chico, California, and for the past 6 years as Assistant City Manager. Mr. Constantin began his government career in the City of San Jose, California in 2001. After serving in the position of Senior Program Performance Auditor until 2010, Mr. Constantin then served as Assistant City Auditor for 3 years for the City of San Diego until early 2013. His experience also includes 16 years as Reserve Police Officer with the City of Hayward where he has earned the current rank of Lieutenant.  Mr. Constantin also served for 13 years as an elected trustee for the West Valley/Mission Community College District from 1996-2010, and then for 6 years as a college accreditor with the Accrediting Commission for Community and Junior Colleges.

Mr. Constantin has held multiple leadership positions since 1996 as Commissioner / Board Member of a variety of volunteer organizations. Mr. Constantin has achieved certifications as a Certified Internal Auditor, Certified Fraud Examiner, and Accredited California Economic Developer. Mr. Constantin earned a Master’s Degree in Public Administration from the top-ranked Maxwell School at Syracuse University and a Bachelor’s Degree in Industrial and Systems Engineering from San Jose State University. As Assistant City Manager, and formerly Administrative Services Director, with the City of Chico, Mr. Constantin has been recognized for providing essential leadership and management skills for guiding the City of approximately 110,000 residents through complex finance / budget, capital project construction, and economic development matters. With supervision of 26 staff, developing strong partnerships, effective communications, strengthening policies and procedures, implementing technologies, and mentoring staff, Mr. Constantin has achieved tremendous accomplishments such as identifying over $11 million in additional revenue or expenditure savings, generating over $35 million in additional indirect economic benefit, and achieving an award-winning economic development partnership for business retention and expansion.

As an auditor in both San Jose and San Diego, Mr. Constantin was tasked with conducting performance and financial audits for exposing waste and improving systems, operations and procedures. Throughout, Mr. Constantin has demonstrated and been acknowledged for professionalism, integrity, leadership, and thoroughness. Mr. Constantin’s 25-year career in local government is highlighted by, and recognized for, a strong commitment and priority to family, public service, community, transparency and ethics.
