The goal of the City’s Code Compliance program is to promote and maintain a quality living environment for residents. City Codes are developed to improve the health, safety, and welfare of the public. Compliance with City Codes helps to maintain healthy neighborhoods and creates an improved quality of life in our city. In every case, the City’s goal is voluntary compliance. In some cases, this does not occur, so the City contracts with a legal firm to provide prosecution services. The City of San Dimas offers unbiased enforcement of the City’s Municipal Code and other City regulations to ensure property maintenance and to promote a quality aesthetic appearance throughout the city.
Codes, Covenants, and Restrictions (CC&R’s)
When you move into a neighborhood with Codes, Covenants, and Restrictions (CC&R’s), you agree to comply with the regulations as adopted. CC&R’s represent a civil contract between the property owner, other property owners, and the property owner’s association and are legally binding on the participants. Violation of CC&R’s can be penalized and fined as set out in the legal section of the regulations. It is the responsibility of the property owner, not the city, to be aware of any CC&R’s. A copy of the CC&Rs should be provided to a home buyer by the mortgage company with the title deed. The city does not maintain or monitor CC&R’s. CC&Rs are civil in nature and as such are not enforced by the City of San Dimas. CC&Rs may be more restrictive than City laws; however, they cannot allow something prohibited by City codes. For enforcement, refer to the enforcement provisions of your CC&Rs and contact the appropriate HOA representative.

How to File a Complaint
If you suspect there are violations of the San Dimas Municipal Code or have any questions or concerns, please call the Compliance Hotline at (909) 542-2502. Please include your name and phone number in case we need to contact you regarding your complaint; this information is kept strictly confidential and is not released outside our office. Please also include the street address or a description of the specific location (i.e. northwest corner of an intersection or one lot east of specific address) of the suspected violation. Additionally, if you would like a Code Compliance Inspector to call you back, please specify.
